Boyan Ivanov graduated from the University of Ruse, Faculty of Law in 2008. He joined Dimitrov, Petrov & Co. Law Firm in 2012.
Currently his practice is focused in the fields of commercial law, public procurement, contract law and Information and Communication Technologies law. His recent practice is related mainly to the legal aspects of the use of ICT in government activities – e-Government, e-Justice, e-ID, administrative reform and organizational development, e-Procurement, etc. Mr. Ivanov’s legal expertise in the area of public procurement includes preparation and development of the procurement procedure documentations (on behalf of contracting authorities and beneficiaries), tenders/application for the participation in public procurement procedures (on behalf of procedure participants), day-to-day coordination and communication with contracting authorities and clients, preparation of reports.
Mr. Ivanov has extensive experience as a legal expert in more than 20 projects, funded by the Structural and Cohesive Funds in Bulgaria. He is well versed in the areas of project financing and public-private partnerships. At present Mr. Boyan Ivanov is a key expert in the legal team engaged in the implementation of the ongoing “Bulgaria: Policy Advice and Implementation Support for e-Procurement Reform in the Public Procurement Sector” project contracted to “Dimitrov, Petrov & Co.” Law Firm by the European Bank for Reconstruction and Development on behalf of the Bulgarian government.
Mr. Ivanov participated as an external expert in the implementation of some of the most significant e-government projects of the Bulgarian Ministry of Transport, Information Technology and Communications and the Bulgarian Council of Ministers in relation to the development of administrative services by electronic means, the upgrade of the central e-government systems, as well as the introduction of complex administrative services, financed under Operational Programme “Administrative Capacity 2007-2013”.
Boyan Ivanov is a lecturer on e-Government and Public Procurement issues.
He has been involved in a number of legislative initiatives related to ICT utilisation in administrative services provision and business process optimisation and has been responsible for drafting amendments and supplements of applicable legislation and by-laws. He has been part of the team entitled with drafting of the legislation regulating electronic identity as well as drafting amendments in various normative acts in relation to the implementation of the e-government policies and legislation.
Mr. Ivanov has excellent knowledge in the subject matter related to electronic documents and electronic signatures utilisation in business, governmental and judicial sectors.
Currently Mr. Ivanov is a PhD student at the Faculty of Information Sciences, University of Library Studies and Information Technologies (ULSIT), Sofia and is preparing a doctoral thesis on the theme "Possibilities for using ICT in awarding e-Procurement contracts and applying the principles of neutrality and flexibility of the technological solutions and regulations".
He is fluent in English and possesses good command of Russian language.
