Construction permit for first, second and third category of constructions to be issued electronically

Sofia Municipality expands the range of electronic services it provides. Firstly, now available is the option to electronically submit application for a construction permit by the Chief Architect of Sofia Municipality for primary development, extension, expansion of residential and non-residential buildings for sites of the first, second and third category and solid fences, integral part of the investment project. These categories of constructions include mainly national and municipal roads, various technical infrastructure facilities and networks, waste-treatment facilities and installations, large and public service buildings, industrial buildings with a capacity of up to 200 or up to 500 working places, residential and mixed-use high-rise buildings, etc.

It is important to know that the service is only available where there are already approved investment projects. At this point, Sofia Municipality does not provide the option for investment projects approval by electronic means. This shall be done as before – at the registry office of AIPD, respectively, the district administrations of Sofia Municipality.

Other services to be provided electronically by Sofia Municipality are submission of application for placement of movable objects and advertising items, as well as submission of application for a design visa representing a copy (sample) of a current detailed design plan.

Applications shall be submitted through the website of the Department of Architecture and Urban Planning Department (AIPD) with Sofia Municipality. The procedure for each service is not any different from the application for a construction permit submitted on paper, the same requirements for the necessary documents, the term for issuance of the construction permit, due state fee, etc. apply.

Applications are to be submitted by creating a user account in the AIPD portal, and the applicant must also have a qualified electronic signature.
