The EU Packaging and Packaging Waste Regulation (PPWR) introduces a new compliance framework for packaging placed on the EU market and will reshape how businesses approach packaging design, documentation, labelling and waste responsibility. Although the Regulation applies generally from 12 August 2026, many of its most significant effects will unfold in stages over the coming years.

The PPWR establishes a direct and harmonized EU-wide regime covering all packaging types and packaging components, regardless of material. One of the first major milestones is 12 August 2026, when the Regulation begins to apply generally, including early substance-related obligations such as PFAS restrictions for food-contact packaging and the start of conformity requirements. From 2028, businesses will also need to prepare for harmonized packaging and receptacle labelling rules, while 2030 will bring more demanding obligations related to recyclability, recycled content, packaging minimization and restrictions on certain packaging formats.
In practical terms, PPWR moves packaging compliance beyond a narrow legal issue and into the core of business operations. Companies will need stronger packaging data, more robust supplier documentation, and closer coordination between legal, procurement, logistics, product and sustainability teams. Businesses that begin mapping packaging formats and gathering compliance evidence early will be better placed to manage future costs, reduce regulatory risk and maintain market access.
The message for businesses is clear: the transition period should be used to build packaging compliance systems, strengthen supplier governance and prepare for a phased rollout of new EU requirements through 2028 and 2030.
